About Miss Sally
Sally A. Harris Williamson, affectionately known as “Miss Sally,” has dedicated her life to serving children, families, and her community through education, childcare, and public service.
In 1985, she founded Circle “C” Ranch Academy in Tampa, ushering in a new era of high-quality daycare and preschool programs. For nearly four decades, Circle “C” has been recognized locally, regionally, and nationally for excellence in early childhood education, earning repeated national accreditations and the Florida Department of Children & Families Gold Seal of Excellence since 1999.

Deeply rooted in her community, Miss Sally has been an active leader in the South Tampa Chamber of Commerce since 1984, including serving as its President in 1988–89. She has also held leadership roles in numerous professional and civic organizations such as the Florida Vocational Association, the Business and Professional Women’s Association, and the Hillsborough Association for Child Care Professionals, where she served on the Board of Directors.

Her commitment to children extended to public service when she was elected to the Hillsborough County School Board, serving from 2014–2018 and as Board Chair in 2018–2019. During her tenure, she:

Helped raise graduation rates by 15%, reaching 83% in 2018.

Spearheaded IT upgrades and cost-saving initiatives for the district.

Championed sustained teacher raises.

Advocated for workforce development, certifications, and apprenticeship programs.

Attended graduations across the district and regularly visited schools to stay connected with students and staff.

Created a Strategic Plan with the vision of “Preparing Students for Life.”
Her leadership was honored through a resolution by the School Board of Hillsborough County, recognizing her advocacy, collaboration, and lifelong dedication to education.




Miss Sally’s contributions extend far beyond her professional achievements. She is a loving mother of three children by birth, two by adoption, and a foster parent to more than 30 foster children. She is also blessed with nine grandchildren. Known for her ability to see the best in every person, she has touched countless lives with her compassion, vision, and unwavering commitment to children and families.
In June 2023, the Hillsborough County Board of County Commissioners commended Miss Sally for her remarkable service to the community, recognizing the 38th anniversary of Circle “C” Ranch Academy and her enduring impact as a Tampa treasure.
Miss Sally’s legacy is one of vision, service, and heart. From the classrooms of Circle “C” Ranch Academy to the boardrooms of Hillsborough County Schools, she has never wavered in her belief that every child deserves the chance to thrive. Her life’s work stands as a testament to the power of compassion, perseverance, and community, leaving an indelible mark on generations of children and families.
